SANTIAGO DE CUBA, Cuba—Pope Francis, wrapping up a visit to Cuba before heading to the U.S., called on the island’s people to strengthen family life and live a “revolution of tenderness.”

It was an interesting choice of words on an island accustomed to almost six decades of state propaganda celebrating the 1959 communist revolution.
