Council waits to read agreement

The Russellville City Council read for the first time a franchise agreement with Ritter Communications of Jonesboro during their September meeting Monday.

Alderman Robert Wiley made a motion to suspend the rules, read the ordinance by title only with a short description, then adopt it. However, Alderman Richard Harris and Freddie Harris said they wanted to read the ordinance before passing anything.
